We are grateful for the many generous volunteers who already give their time working in our school libraries. But we can’t stop here! WePAC can only provide its literacy-based services to thousands of young students because of the selflessness, dedication, and talents of these volunteers. We are always looking for more volunteers to serve in our schools. In fact, we are recruiting new volunteers right now. You can help elementary school students reach their full potential. WePAC needs you!

What’s required for you to volunteer?


Complete all Pennsylvania background checks (State Police, Child Abuse, FBI) as required by the School District of Philadelphia


Attend an orientation and training session


Make a commitment to volunteer a minimum of 2-3 hours per week during the school year


Display consistency, dedication, self-motivation, and self-direction!

Complete our New Volunteer Orientation form online. It will only take a few minutes. And get started right away on completing the required clearances. We’ll be in touch regarding orientation and training. Orientations are held at the WePAC office on the 4th Floor of the Philadelphia Business & Technology Center located at 5070 Parkside Avenue, Philadelphia, PA 19131.

Complete All 3 PA Background Checks and Online Mandated Reporter Training

PA State Criminal Background Check
Cost: Free for Volunteers
Processing Time: 5 minutes (2 weeks in rare instances), with results received online
  1. Click here. Then click on Submit New Record Check
  2. Accept Terms and Conditions
  3. Fill in Personal Information and click Proceed
  4. Fill in Information for Background Check (First and Last Name, D.O.B., etc.)
PA Child Abuse Clearance
Cost: Free for Volunteers
Processing Time: 2 weeks, with results available online and via mail
  1. Click here. Create an individual account
  2. Check your email for temporary password
  3. Go back to site and create a new password
  4. Go back to original site and login with username and new password
FBI Fingerprint Clearance*
Cost: About $27.00 (Many volunteers elect to cover this cost, but you may contact WePAC if you’d like to be reimbursed)
Processing Time: 2-3 weeks, with results received via mail
  1. Click here, read Memorandum of Understanding, check the box & click “continue” at the bottom of the screen
  2. Read Dissemination Disclaimer, check the box & click “continue” at the bottom of the screen
  3. Fill out the application with personal information (Driver License Number is not required)
  4. Print out/write down Registration ID Number, bring it to a nearby UPS store site that takes fingerprints
Child Abuse Mandated Reporter Training Cerificate
  1. Pennsylvania recently expanded the list of individuals considered to be mandated reporters. It is the School District of Philadelphia’s interpretation that program staff of partner organizations working in District schools are now considered mandated reporters and must provide a certificate substantiating that they have been trained on this topic.
  2. There are a number of different sources of training that would satisfy the mandated reporter training requirement. Below are links to two web-based training options.
    • Safe Schools Mandated Reporter Training (1 hour)
    • University of Pittsburgh Recognizing and Reporting Child Abuse: Mandated and Permissive Reporting in Pennsylvania Training (3 hours)

*Fingerprinting not required for volunteers who have been a Pennsylvania resident continuously for the past 10 years. Instead, volunteers may sign an affidavit affirming that they are not disqualified from service based upon a conviction of an offense. You can access the affidavit here. Please complete and return to WePAC along with your other clearance documents.
